New Jersey voters overwhelmingly passed a referendum legalizing recreational use of marijuana, joining 15 other states in passing such measures. With the passage, the legal sale of marijuana is still expected to be at least a year away, with the legislature now required to pass enacting legislation and regulations. In any event, legalization is not a substitute for the state's medical marijuana program.
